It seems that the sensible thing is to have ffmpeg as a required dependency. So the only issue left is whether to remove the --with-external-ffmpeg (as it is the default if ffmpeg is installed). It's only a cosmetic change which doesn't affect the build so I'll just leave it. Sorry for not testing xine-lib without ffmpeg when I updated to 1.1.20.
