Personally, I don't use the template - I noticed Andy updating it recently, but in the past the only advice I remember was to find a suitable existing package and copy its xml. And sometimes patches, additional download(s), or information on how to configure a package, are extra additions after the package is in the book. In those cases, all I do is look for something else to copy from (if I don't already have something suitable in my own not-added-to-svn 'mycopybook' in my local copy). This is similar to the problem of the French translators that they asked about the other day.
