With cairo-1.12.0, librsvg-2.36.1 builds fine for me whether or not
vala-0.16.0 has been installed. The change to cairo-1.12.2 came too
late for this system, so I won't be upgrading unless I become aware
of a vulnerability. But, since all the pkgconfig files appear to
correctly pass the path to the cairo headers, I'm at a loss for what
broke this.
I know Andy loathes gobject-introspection, but I don't think it's to
be blamed here, or if it is, something else is also involved.
