Looking at akhiezer's suggestion (from dcron), I checked at github
and the license is GPL (version not mentioned). So, easy enough to
drop in with added attribution.
BUT - where to put it ?
1. Put it at downloads.linuxfromscratch.org (like deb2targz.tar.bz2
and rpm2targz.tar.bz2) and make a note within libpaper that it
should be installed in /usr/bin and made executable)
2. Add it to the book in its own right (so that it can be indexed).
I suppose it might be generally useful to somebody. I supposed it
would go into chapter 11, General Utilities.
3. Something else that I haven't thought of ?
N.B. now that I have seen the version akhiezer kindly pointed to,
anything I came up with would not be clean, it would be a derived
work and therefore subject to the GPL (which is fine by me). So,
I see no benefit in attempting to produce our own version.
