Those are two events. The first is creating the ticket and the second
is accepting it. There is no way that I know of to create and accept at
the same time. The owner of the ticket can be set at ticket creation,
but it would still need to be accepted.
No, it is the same event but one is sent directly to the mailing list
subscriber and one is delivered to higgs. I guess everyone having an
account on higgs receives two emails. It started happening after mailing
list migration to the new server.
