Dunno. The toplevel Makefile differentiates libdir and libexecdir,
libdir = ${exec_prefix}/lib
libexecdir = ${exec_prefix}/libexec
but it then has
seahorselibexecbindir = $(libdir)/seahorse/
So it seems to be deliberate.
