The book has kde-workspace-4.11.21, for me cmake decides that there
were errors, although the only error I have spotted is

CMake Error at /usr/share/apps/cmake/modules/KDE4Macros.cmake:933
(add_test):
add_test given test NAME "ksysguard-signalplottertest" which
already exists
   in this directory.
Call Stack (most recent call first):
   libs/ksysguard/tests/CMakeLists.txt:21 (kde4_add_unit_test)

Possibly, that has become an error in a newer version of cmake.

There is another kde4 version out there (fedora and gentoo reference
it) -

http://download.kde.org/stable/applications/15.08.0/src/ has
4.11.22.

For me, that built without apparent issue.

Should I change the book ? (I haven't finished building kde4 yet,
so getting around to measuring it might take a day or two).

If you are going to do kde4, then yes, please update the package.

The kde website does not do us any favors by mixing versions in a release. For instance some of the packages in http://download.kde.org/stable/applications/15.12.1/src/ are for kde5/kf5 and others are for kde4 -- all with 15.12.1 versions.

Also as you note, kde-workspace is version 4.11.23 but is located in the 15.08.0 directory.

I will not be sad to see kde4 go away.
