Hi Tim,
Its been removed from sysv, but its still in systemd (and it doesn't have
any more dependencies than it did in sysv).
You can find it (just that package) here:

We can put it back into sysv if there is someplace in the sysv book it
is referenced, even it as an optional or runtime dependency.

It would be a run-time dependency of xfce4-settings and lxappearance,
which both let you then use these themes for GTK2 stuff, but from how I
understand, it is never even an optional build dependency. lxappearance
and xfce4-settings also both work fine without gtk-engines, you just
can't use those themes.
