Last time I checked there wasn't any utility inside, just a (now
obsolete) library. Also, I don't have it on my end, seems that evolution
(the only known user to me) has fully migrated to webkitgtk by now.
Haven't built newest evolution yet (I intend to, just not yet), as I
don't use it. It can be removed completely when I get to Evolution
udpate. As to why util vs. lib, I equated to highlight and there is a
test util.
