Even if you have downloaded the latest development book, or a
release, there is every chance that something will not work in your
build - having access to the mailing lists (or, for those who
prefer, I guess linuxquestions or irc) will make things easier.

Building without online access (as distinct from setting up your own
distro / making repeatable builds) is not recommended.

If you want to do that, also take a look at libreoffice.  For
identifying what to download to build offline: gentoo ebuilds, fedora
cgit, Arch might be useful.
