AccountsService in sysV.

It's just for systemd I believe. I *think* that having it in sysvinit
would be useful for when DJ merges the Elogind branch, and also for
consistency purposes.
I don't recall if sysV has the adm group though, and it's far too late
for me to want to check at the moment.
Since it is systemd only for now, would you please make the update.
