For modern nvidia cards which need firmware, I think the best advice
is to consult the Arch wiki. Or else gentoo.
On a slightly different tangent - mountcgroupfs is in rcS.d -
perhaps (where rebooting allows elogind to work) it hadn't been
started before the reboot.
But all the modern documentation implies that elogind should be
doing it itself.
