This is an upstream regression that we're going to have to solve as
it'll affect the latest libsoup for GNOME-3.38 as well.
Can you try applying this fix to brotli and then recompiling it:

Seems easy enough:
sed -i 's/-R${libdir}//' scripts/*.in
