Certainly does - I've got xine playing dvds as a normal user, but I have to 'chown /dev/hdc root:audio' after every boot.
For me what works is the line
BUS="ide", KERNEL="hdc", GROUP="video", NAME="%k", SYMLINK="dvd" MODE="0660"
