Yep, that was it. I had XDG_DATA_DIRS and XDG_DATA_HOME set from a previous installation (old profile in new build) to /usr/share. Added /etc/gnome/xdg to XDG_DATA_DIRS and to XDG_CONFIG_DIRS. Thinking it already done, I blew right past that while installing.
