I long ago gave up trying to build X in chroot (my host kernels at that time often didn't match what I'd just built in LFS), so you're doing better than I did. I can't see how anything from the host (except the kernel) can affect the build at this point, so perhaps there was a problem when you installed the locales. But, if this is your only problem then it doesn't look a big deal. Good luck when you boot it!
