This get you to reject cyrillic, but it's a big list to reject
devanagri, Chinese, Kanji, Hiragana, Katakana,...

I just upgraded SpamAssassin to 3.0.4 last week - it's working a lot
better than 3.0.0 ever did. In local.cf it points people to
perldoc Mail::SpamAssassin:Conf
The settings seem to be ok_languages and ok_locales.
