A couple of years ago, I used to chmod shutdown so that I could shut
down as a user. These days, I mostly use gdm (needs a modest number of
gnome packages) which has options to shutdown or reboot on the login
window (runlevel 5 - if you're giving them a console login at the
moment, might need to symlink their .xinitrc files as .xsession).
