Ok, sorry for this misunderstanding. You've done what needed to be
done it seems. I looked in my kde (not on lfs, as I didn't compiled
it, but that should be quite the same behaviour) and in the control
center I have
 -> Regional & Accessibility > Country/Region & Language > (first tab) locale
-> (french) Régionalisation et accessibilité > Pays & langue >
(premier onglet) localisation

>From there I can choose my language (or add it, you should see french
inside), and it is available from the restart of the control center
(or from restart of just the software, you don't need to restart your
Xserver for that)

It seems to be exactly what you've done, right ?
