It worked very well for me, I am using kde for about 3 years, never had
any
problem with localization (except that some parts of apps dont work in some
languages, juk file renamer this time). All I have to do is change the
Country and see the Language order settings in control panel. Then I got a
message stating that the settings will only apply to new started apps and
thats all.
May I suggest you to download and install another language set and see
if it
works. And maybe try to reinstall the french tarball.
