whats the deal with this..

I added a user with useradd, seemed to add find, an /etc/passwd entry exists.  
Then I ran 'passwd' as root, to give the user a password and this happens:

coder:!:1008:103:Coder Guy:/var/home/coder:/bin/bash
([EMAIL PROTECTED]) : (~)  -> passwd coder
New UNIX password: ********
Retype new UNIX password: ********
passwd: User not known to the underlying authentication module
---snip---

so I noticed he wasn't in /etc/passwd- (with the dash), so added him to 
/etc/passwd- and still says the same message, I have added users to this system 
before, and gave them a passwd, and it worked....   Anyidea about this err msg?
