No, I've built into the kernel, that's what's so strange. Udev just won't create the device.
Enabling rtc in the kernel is a bit deceptive. You have to enable: Device Drivers->Character devices->Enhanced Real Time Clock Support and make sure it is built into the kernl. It works for me.
