I have several systems with Apache-2.2 on it that can run cgi scripts just fine. For example, they have no trouble running the View-CVS scripts and letting me browse my SVN repos perfectly. They run those elementary environment scripts as well without issue. I'll be happy to send you my http.conf files if you think that could be of any help. I'm only saying this so that you know it should work and you're not trying to figure out the impossible.
