That's strange.  It seems to be missing all of the prefix information.
Mine looks like this:

$ cat /usr/lib/pkgconfig/gconf-2.0.pc
prefix=/usr
exec_prefix=${prefix}
libdir=${exec_prefix}/lib
includedir=${prefix}/include
gconf_serverdir=/usr/lib/GConf


Name: gconf
Description: GNOME Config System.
Version: 2.14.0
Requires: ORBit-2.0
Libs: -L${libdir} -lgconf-2
Cflags: -I${includedir}/gconf/2

Try unpacking GConf again and running configure.  The .pc file is in
the top directory. If it looks correct, you can just install without
rebuilding all of GConf.
