Then you may as well not use Linux-PAM. Linux-PAM overrides login/shadow settings. If you're going to use login/shadow settings, then don't use Linux-PAM. You can't have it both ways. :-( If this is an issue strictly related to login/shadow and PAM isn't in the equation, then that is different, but the original post said "To reproduce, install PAM....." > Thanks for the effort.
