Not sure why your .mp3 file is named *.mpg, but that doesn't matter (though .mpg and .mpeg are typically used for a/v files). Don't try to race in the Indy 500 when you're not even sure if the engine runs. I.e., ensure you can get elementary ALSA sound working before you attempt to use another layer. Ensure the permissions on the sound device files are correct, and use the 'aplay' command to play a .wav file. Even more basic is to use the 'speaker-test' program.
