This dependency is not stated in any readme file - everyone seems to get it for granted. The dependency is fortune. It is necessary to display xfce4-tips - small toy from the package xfc4toys. To make it work I had to install fortune-mod-1.99.1 and its dependency: recode-3.6.
May be this information will be usefull for someone...
