I don't think that solves this issue if you ever rebuild
xkeyboard-config. Also, the default in xkeyboard-config is to put the
xkb data in ${libdir}/X11/xkb, but the xserver defaults to
${datadir}/X11/xkb. So, one or the other needs to be changed so
they'll cooperate. I've been building xkeyboard-config
--with-xkb-base=/usr/share/X11/xkb --with-xkb-rules-symlink=xorg.
The second one allows you took keep the Xorg default ruleset of "xorg"
instead of changing it to "base", which is what xkeyboard-config names
the default rules.
