upgrade...

Configure should run fine without PolicyKit. Are you trying to
--enable-policy-kit?

Yes, it's only available from git right now. I wouldn't suggest using it
yet, either. You would have to take a snapshot from about over month ago to
get it to work with hal-0.5.9. The developer just started a complete rewrite
of it a few weeks ago.
