Often, that merely means they only test in limited contexts (e.g. with tcl and X, based on what I think you said in the part I snipped - I too build Python early in my builds, and I certainly wouldn't put tcl or X on a server).
Mostly, I think there is zero point in running testsuites in BLFS - unless you are interested in the packages you are testing, know what their results normally look like, and intend to test -rc versions to pick up regressions before the new version is released.
