I was able to find info_to_html: http://www.mons.net/info_to_html which is based on info2html and doesn't need apache. It spits out the info files into lots of separate html files. They don't validate but tidy -m can clean them up and firefox can display them. Strange that there isn't a simple gtk info reader.
