The xorg.modules is their development tree I believe. I found both 7.0 and 7.6 versions at git://anongit.freedesktop.org/git/xorg/util/modular per instructions on http://wiki.x.org/wiki/JhBuildInstructions. tip check through core and core-deps to determine your skip list.
