Well, no wonder your builds are failing! Reinstall pkg-config 0.25 and try
reinstalling xfconf again.

Word of advice, Janu: When you want to post long verbose output, attach it
in a log file, or use Pastebin.
Also, you are still using HTML in your messages. Google "gmail in plain
text", follow the instructions, and apologize to the entire list for sending
in HTML.

What does $PREFIX point to? It's probably /usr, from past experience, in
which case you should just use --prefix=/usr.

Make sure that you have installed libxfceutil in the same place as where you
plan to install xfconf. While you are at it, why not install pkg-config 0.25
as well?
