If a user has Python installed (I suppose with a reasonable version, in good standing) configure "--with-python" is automatic (i.e., she doesn't have to specifically include (nor even be aware of) the "with-python" argument). Or, simply put, if you have Python properly installed you cannot "miss" anything when building libxml2.
