Sorry, I'm so used to seeing that message in configure scripts (it's a standard piece of 'boilerplate') that I overlooked your confusion about what it means. I guess whoever wrote it is like me, in a "how could you not have intltool installed?" frame of mind. What is actually happening is that configure tests to see if you have a new enough version of intltool.
