Yes.

{x,}inetd not useful in a modern environment.  tcpwrappers would be 
removed too except that many legacy applications still use the library. 
  Note that tcpwrappers has not been updated since 1997.

You are right that the inetd instructions in the tcpwrappers section 
should be removed.
