Generally, the older installed versions of a package will work with a 
newer package.  That's not always the case, but I don't try to go back 
and rebuild a newer package just to satisfy a dependency unless there is 
a problem building or running the package I'm currently installing.

Form the package developer's point of view, they can't always rely on a 
user having the most recent packages.  If they need a specific version, 
that's generally made a part of configure calling pkg-config 
--atleast-version or --exact-version or --max-version.
