Independent as intependent projects. Xorg is Xorg, MesaLib is MesaLib. 
They depend on each other, but so many projects depends on Qt with 
aren't part of KDE (just an example).

Several Xorg Installations can use one MesaLib and no installation would 
break. Also, MesaLib can be perfectly upgraded without touching Xorg. In 
very rare cases, only Xorg Server would need to be recompiled but I 
haven't experienced it yet.
