You can try creating file /etc/timezone with name of your timezone 
including the continent prefix, ie echo "Europe/Berlin" > /etc/timezone

I am unsure what is your webcam. For my laptop webcam only "USB Video 
Class" was needed. CONFIG_USB_VIDEO_CLASS=y in kernel.
