OK, just an interim report.  I removed --with-junit (obviously?) but
left --with-java.  As I watched the console log fly bye, I noticed the
download step isn't smart enough to bypass the dependencies that we
already have --with-system-something.  No smoke-tests yet, but it did
compile.  It took an hour.  I don't know if any of the java stuff in it,
that would have been tested with junit, work or not.
