[blfs-support] xdg-utils from book 7.8

OK, I did a "make scripts" in the scripts sub-directory and that created 
the scripts without the man pages or docs. I did the "make install" and 
that got rid of the error I was getting from parole about the missing 
script but left me with others. I'll ask about that under a different 
subject. If anyone can tell me how to get the docs made I wouldn't 
mindmaving the man pages. You never know, I may need them some day. ;-)
