I tried your flex-2.6.4 suggestion and it didn't help--it even got the same kind of error when I tried running the tests, just for fun.
The 7.10 book is based on 2.6.1 working. Time to regroup. I thought when I discovered m4 was *unexplainably* missing, I could just rebuild/insert it. Start that all over! I ripped out flex, bison and the reinstalled m4, then rebuilt m4, bison, and flex as per clean original build scripts, this time not in the chroot, but the new running system itself. lm-sensors installed "without a peep". Apologies for wasting your time!
