It means whatever the Makefile maker wants it to mean, including his/her
assumptions about what environment you should be installing in.  The
package developer has free-rein in writing the Makefile, or config.in. 
Maybe if (s)he uses a particular distro, with a particular package
management system, there may be some particular requirements of the
Makefile.  

The (B)LFS developers and testers will have provided a "usable" set of
options, again assuming a particular environment, i.e. LFS.  Sometimes
we'll even see mention of options that aren't in the configure
statement.  

IMO, it's not/never a bad idea to do a "./configure --help|less" before
trying to install a package (so much so I have a "chl" alias that does
just that.)
