BLFS 8.1 names gtk-docs as recommended but not required for this build. I do
not wish to install gtk-docs as it comes with a lot of dependencies. However I
have not been able to build pango without it, even after much editing of files.
The problems seem to occur at the automake stage.

Crux uses pango-1.40.11 with a complete set of GNU build tools. It does not
need gtk-docs. I thought at first that the Crux devs might have unpacked the
original package, run the autogen script on a machine with gtk-docs installed,
and then repackaged it. But when I went to the pango site, I found that this
later version comes natively with all the build tools, as previous versions did.

Unless someone can suggest a sed that will make 1.40.10 buildable without
gtk-docs, this package should be reclassified as required in 8.1 but can
probably be left as recommended in svr.
