Have you checked the stack dump/trace in journalctl? what does it say?
I suspect your issue is due to installing things into /usr/local.
Where has the gtweak python module (part of the gnome-tweak-tool package) been 
installed? 
And is it in the same location where python was installed?

As a side note to the editors, I noticed that the gnome-tweak-tool page has 
/usr/lib/python2.7/site-packages/gtweak in it's Installed Directories section.
It should be /usr/lib/python3.6/site-packages/gtweak .
