This was using the jhalfs update tool. All other packages
updated successfully except glib2 because my locale doesn't
use UTF-8.

Correction: It still failed in the same way.
Indeed, when I tested it I was using icu59.
There was a new version of chromium released today. There is no change
log, but I did a diff on the sources. The changes seemed mostly in MAC
areas. The patches in the book still apply without problem. There are
448 added lines and 129 deleted lines.
I'll install the current icu and try again. If I run my -dev system at
max, it takes about 100 minutes.
I did install icu60 and was able to reproduce the error. Unfortunately,
removing icu from the system libraries results in an error fairly early:
