pango appears to be looking for a different version of help2man. Try
editing pango-view/Makefile.in and removing --help-option="--help-all"
and --name 'Pango text viewer' which do not seem to be available in the
lsb_release version of help2man.
It maybe be easier to remove those options in pango-view/meson.build
Of course you can just remove or rename the help2man script. It would
mean you would need to type 'pango-view --help' instead of 'man pango-view'
I have not tested.
