That's wrong. The '' will prevent all shell variable expansion.
Thus, $CFLAGS will be preserved as-is, a string, rather than
treated as a variable name.
For example:
CFLAGS=one
CFLAGS='$CFLAGS two'
echo $CFLAGS
yields:
$CFLAGS two
I think the '' should be "" :
CFLAGS=one
CFLAGS="$CFLAGS two"
echo $CFLAGS
yields:
one two
