I'm starting to wonder if you built extra (qt) packages before
poppler in 8.3.  One of google's matches for the include_next problem
noted that a .pro file from something had a line

  INCLUDEPATH += /usr/include

and removing that line allowed the affected package (not poppler) to
build.

So, find what '*.pro' files you have, and edit any INCLUDEPATH lines
like that (or, better, copy the file(s) to something.pro.bak and
then change the .pro).

I've compiled no qt packages to my knowledge.  I have no *.pro files if I understand the question correctly.
