Well, they're certainly taxing *my* feeble brain ;-)

Rebuilt the latest system without using system icu for webengine,
and (accidentally) rebuilt falkon - I'd had an earlier thought that
maybe it needed to be rebuilt if webengine used system icu.

No change.  Went back to 8.3 on the same machine, with 5.11.3 so I
could read some of the tabs I use falkon for.  I'd looked at ldd for
libQt5WebEngineCore.so and falkon, and seen that system icu libs
were being pulled in even though webengine was now not using system
icu.

Eventually, remembered that I build pax-utils so that I can have a
'library' script to identify the immediate dependencies.  Using
that, the icu links were coming from libQt5Core.so which gets pulled
in both by both the webengine libs and also by falkon.  So, that
explained why icu still showed up.

By this time I'd rebooted a couple of times.  Back to the latest
system, the tabs which had been broken were still broken.  That is
to say, they rendered (images and text briefly showed for all of the
tab that was visible, then were replaced by a blank tab with:

 Failed loading page

 Something went wrong while loading this page.

 Try reloading the page or closing some tabs to make more memory available.

and below that a button:
    Reload page

I'd read some of the tabs on the old system, so closing them was no
loss.  Initially, no change.  But a bit later, gmail and google
rendered and remained, and eventually the Register was also working.

I'm guessing that some cache in falkon needed to be cleared, but it
seems to hide this sort of functionality even more than firefox
does.  But anyway, I'm now recompiling again, this time with system
icu (the old version like that was overwritten).

If it still works, I'll try a manual build to check space and time,
then roll it out to my other 8.3 and newer systems.
